Coordinating and advancing the integration of ports and shipping in the Yangtze River Delta and supporting the creation of world-class port clusters are the focus of Qiu Dongyao's attention. During the two sessions of the National Conference this year, he proposed to take overall innovation as the core and multimodal transportation as a breakthrough, and strive to build the Yangtze River Delta's leading international integrated hub port group, international integrated shipping center, international maritime service center and international port intelligent manufacturing center .
After receiving the suggestion, the Ministry of Transport attached great importance to it, and immediately made clear the department and bureau, studied and formulated the work plan, and did a good job in handling it. From May 15th to 16th, the responsible department of the Ministry of Transport led the comrades to lead a team and went to Ningbo to conduct on-site investigations and on-site discussions on the integrated development of the Yangtze River Delta port and shipping and the prevention and control of port vessel pollution.
During the investigation, the responsible comrades of the Ministry of Transport and the Director-General of the Ministry of Transport and Qiu Dongyao conducted in-depth communication and exchanges on the implementation of the "Six Action Plans for Promoting the Integrated Development of the Yangtze River Delta Port and Navigation", the problems encountered and countermeasures, and the construction. The Yangtze River Delta Port Group and other aspects have fully solicited opinions and suggestions. Qiu Dongyao expressed satisfaction with the pragmatic working style of the Ministry of Transport, and fully affirmed the next step.
It is understood that the Yangtze River Delta port group is the most densely distributed and largest throughput port group among the five port groups along the coast of China. It shoulders the important task of serving the development of the Yangtze River Economic Belt and the construction of the “Belt and Road” initiative. In recent years, the Ministry of Transport has continuously strengthened the role of ports in the Yangtze River Delta as a comprehensive hub and supported regional economic and social development, and has continued to promote the optimization, rational division of labor, and dislocation development of ports in the Yangtze River Delta. Ningbo Zhoushan Port's cargo throughput and Shanghai port's container throughput have ranked first in the world for many years in a row. In the next step, the Ministry of Transport will continue to support the construction of Shanghai, Zhejiang and other free trade pilot zones, expand the implementation and promotion of innovative policies for various maritime industry pilots in the free trade pilot zones, accelerate the development of combined rail-water transportation, river-sea transportation, and river-sea direct development, and promote international development in the port area. Exchanges and cooperation will effectively enhance the radiating role of coastal ports such as Shanghai Port and Ningbo Zhoushan Port to inland river ports.
